Job Description

The Estimating Manager job family is responsible for managing all activities related to estimating the elements of project cost (direct and indirect) including labor (manual and non-manual), materials and permanent equipment, supplies, consumables and expenses, construction equipment rental and operating costs, contingency, escalation, program risk, etc. 

Primary Responsibilities

Individual incumbents may be responsible for the management of cross-discipline applications or may concentrate in one or more of the Estimating disciplines including Electrical, Architectural/Civil/Structural, Mechanical, Systems Control, Estimating cornerstone application analysis, etc.

  • Provides functional and administrative oversight of all estimating activities, including: estimate planning, preliminary project schedule, coordination of estimating activities, equipment and material take-off, costing, vendor and subcontractor quotations, calculating Return on Invest Capital (ROIC) and Internal Rate of Return (IRR), preparation of a basis of estimate, and leading estimate reviews.
  • Implements estimating policy, procedures, and systems consistent with the company mission and competitive practices.
  • Ensures that guidelines, policies and procedures are established and implemented for various types of estimates.
  • Ensures that systems are maintained in a manner that aligns with the established guidelines, policies and procedures.
  • Analyzes and reviews proposals to ensure potential profitability.
  • Maintains an adequate level of personnel, with appropriate levels of skills and training, to staff on-going estimating activities.
  • Remains objective when faced with predetermined client numbers/expectations.
  • Participates in contract and change order negotiations.
  • Assists in the coordination and implementation of the estimating process associated with joint ventures, consortiums, teaming arrangements, etc.
  • Assists in Bid/No Bid decisions.
  • Assures quality archival of historical data (consistency, current, accurate, and complete).

Level Specific Responsibilities

  • Evaluates business opportunities and potential profitability.
  • Possesses knowledge and experience in utilizing commercial strategies. Participates in negotiations when requested and appropriate.
  • Will serve in a project review capacity as required to assist project teams to achieve project objectives.
  • Ensures that employee performance issues are documented and addressed. 
  • Willing to assume mentoring and training role.
  • Works with Group/Project Services management to correctly identify staffing needs. 
  • Structures and leads independent actions to reach a common goal program wide.
  • Conducts root cause analysis.
  • Generates comprehensive company level procedures.
  • Creates, analyzes and critiques global strategic plans.
  • Responsible for successful cross group, office, or project coordination and cooperation. 
  • Responsible for setting strategic and tactical direction with regard to policy, procedures, systems, work force staffing, budgeting and maintaining technical performance excellence.
  • Resolve differences between functional policies and practices, and project priorities and philosophies, ensuring that project requirements are consistent with sound estimating techniques and goals.
  • Responsible for budget preparation and performance plan.

Minimum Requirements

  • Bachelor’s degree in engineering or construction or demonstrated equivalent and related experience.
  • Entrants to this position possess extensive and diversified experience in the Engineering and Construction Industry with 10+ years of management responsibility.
  • Familiar with industry requirements and particulars of multiple groups in relation to the Estimating function.
  • Capable of organizing and managing domestic and international Estimating projects.
  • Must have 15 – 20 years Estimating for Heavy Civil Construction
  • Must have worked on projects that are $100 million or more
  • Must have experience in these areas
    • Transportation

  • Must have done estimating for these types of projects

    • Complex
    • Marine projects
