Job Summary

We have an immediate opportunity for a Strategic Sourcing Lead / Commodity Manager in Germantown, Maryland or Chantilly, VA. The ideal candidate must have at least 5 years of experience with strong knowledge of strategic sourcing, materials management and commodity management.

The sourcing lead is responsible for plan, execute, and implement effective strategic sourcing activities across multiple categories for Management Services Group. Serve as functional lead for designated commodities. Create and award effective and beneficial strategic partnership. Understand the procurement life-cycle of planning through award and focus on value added benefits of strategic relationships. Additionally be responsible for supporting the company's end to end sourcing operations. The successful candidate will be able to appraise and improve our sourcing activities by analyzing the company's spending, supplying partnerships and new possibilities Work in team setting to ensure strong customer service and deliver low total cost solutions. Participate in cost improvement and savings initiatives

Essential Responsibilities:

  • Performs complex strategic sourcing, administration and contracting duties during the pre-award, phase of the procurement process independently and within a team setting. This includes correspondence, negotiations, subcontract generation, and interaction with multiple technical contract managers and external customers. Strategic sourcing contracting duties include but not limited to using a fact-based, rigorous process that involves: substantial internal data gathering and evaluation and interactions; selecting the most appropriate strategy and negotiations approach; and ultimately selecting and managing the right suppliers.

  • Assists and leads in the pre-award contracting process to include participation in determining the method of procurement and type of contract, preparation of synopsis, preparation of solicitations documents, receiving bids/offers, verifying responsiveness and responsibility, awarding contracts, and preparing required reports.

  • Will gather data across a wide range of spend categories.

  • Must have strong influencing and customer service skills that are comfortable navigating ambiguity, collaborating with multiple teams and building strong relationships with stakeholders. We believe competition is the best way to negotiate the best deal with suppliers and to utilize data to ensure best practices.

  • Identify opportunities for increased competitive bidding, smarter supplier relationships and more efficient processes.

  • Proficiency in systems. Know the supply market (or have the research skills to be able to come up to speed quickly) in order to educate stakeholders and make better decisions.

  • Manage robust supplier selection processes using market analysis, concise request for proposals (RFPs), with a data driven approach.

  • Excellent verbal and written communication skills

  • Ability to conduct effective negotiations for complex and difficult contracts and contract modifications with the ability to maintain the proper degree of business equity when dealing with commercial or government agencies while working with and seeking management approvals.

  • Negotiates with suppliers on a variety of purchase agreements, contracts and special projects to drive favorable contract terms and pricing

  • In-depth knowledge of various types of contracts, methods of contracting and selection factors to plan appropriate strategies to procure complex requirements.

  • Proficient in Microsoft suite. (PPT, Excel, Word, etc.…)

  • Ability to write clear and concise reports, memorandum directives, and letters.

  • Critical thinking in approach

  • Participates in strategic meetings with suppliers and business leaders to ensure execution of defined strategies and contractual requirements

  • Assists in developing communication and implementation plans for major sourcing initiatives

  • Works collaboratively with other Strategic Sourcing Leads and other Supply Chain Professionals in the development and formation of strategic sourcing Agreements

  • Assists in monitoring and tracking vendor performance through periodic business reviews

  • Performs supplier evaluations – develops plans for service improvement and implement

Minimum Requirements

  • Possess a Bachelor's in Business, Supply Chain, Management or in a technical discipline and experience in the field of Contracts and Procurement, equivalent to 5 or more years.

  • Strong influencing skills and change management experience with the ability to successfully manage complexity and multiple priorities.

  • Quick learner with interest in understanding and applying global supplier best practices.

  • Excellent communication and presentation skills for all levels.

  • Ability to work in an environment with changing priorities as well as ambiguity.

  • Experience in supplier sourcing and RFP.

  • Experience in category /commodity management.

  • US Citizen

Preferred Requirements 

  • Knowledge for at least one of the following purchasing area:

  • Professional Services, Information Technology, MRO, Transportation, Logistics, Packaging and/or Warehousing.

  • Certification as a Certified Purchasing Professional (CPP) or related certification highly desired.

  • CPRS Documentation Skills

  • Supply Management experience

  • Negotiation Skills
