Job Summary:

Reporting to the HLP Engineering & Maintenance Manager, the purpose of the Technical Support Engineer is to provide leadership and technical expertise in helping implement a step change in overall energy optimization and management at the Shell Houston Lube Oil Blending Plant.  This position will be based at the Houston Lubricants plant located in Galena Park, Texas.

The successful candidate will be part of the Houston Engineering and Maintenance Team, and will work closely with the Americas Performance & Development team, based primarily in the Shell Woodcreek campus, to deliver capital projects, support regional best practice sharing, and other engineering opportunities in the plant.

The Selected Candidate will be responsible for the following: 

Provide Operations Technical Support (OTS) with a focus on energy management and sustainability to Bulk, Packaging and Warehouse operations.

  • Ensure Safe Production (ESP): work with Operations to ensure the asset can operate cost effectively and efficiently within safe and optimal limits.
  • Plan and deliver plant changes within Management of Change (MOC) process.
  • As required, assist with driving compliance with regulatory requirements in areas of HSSE, engineering and construction.
  • Drive robust design and engineering practices in accordance with Shell Lubricants Portfolio Requirement Standards (PRS) and Design Engineering Practices (DEP).
  • Identify and deliver Continuous Improvement opportunities within plant operations.
  • Support plant critical document and drawing control.
  • Support plant compliance with HSSE (Control Framework) and Quality (ISO, IATF) requirements, including audit participation and closure.
  • Informal coach to front-line Operations staff in aspects of engineering and asset integrity.

Deliver plant capital and non-capital projects.

  • End-to-end delivery of small capital projects and equipment purchases ($250K USD headline).
  • Accountable for ensuring the high standards of HSSE Management and Goal Zero are applied in all aspects of capital projects.
  • Deliver CAPEX on budget, on time, and assured per LSC Project Management System.
  • Deliver REVEX on budget and on time: Pre-FID engineering and other OPEX-for-CAPEX activities.
  • Incorporate sustainability into capital projects across all project phases.
  • Hold contract user and holder role in capital contract management.
  • Provide leadership to field construction teams as required.

Minimum Qualifications 

  • Must have legal authorization to work in the United States on a full-time basis for anyone other than current employer.
  • Minimum of 5 years of manufacturing/facilities maintenance experience.
  • Preferred process or reliability engineer with a minimum of a bachelors degree.
  • Texas PE preferred 
  • Proven experience in a Manufacturing, Industrial or Oil & Gas environment preferred.
  • Knowledge of process, mechanical, civil/structural and/or electrical systems
  • Knowledge of industry codes and standards (e.g. API 650 & 653, ASME B 31.3)
  • Knowledge of applying technical standards (industry and company)
  • Knowledge of blending methodologies (in-line and batch) and process control an asset
  • Knowledge of Packaging equipment and control an asset
  • Knowledge of Lean processes and Root Cause Analysis (eg. 5-Why) an asset
  • Knowledge in Process Hazard Analysis (PHA, eg. HAZOP, What-If) an asset
  • Skill in of Job Hazard Analysis (JHA) and safe work practices
